Documenting Experience

For applicants relying on experience, robust, verifiable documentation is non-negotiable. This involves detailed employer letters, potential CAA validation, and understanding FAA's stance on where experience was gained.

Myth vs. Fact: N-Registered Aircraft Experience

FACT

Practical experience DOES NOT have to be on U.S.-registered (N-registered) aircraft.

(Ref: FAA Order 8900.1, Vol 5, Ch 5, Sec 2, Para 5-1134(D)(2); AC 65-30B). The FAA values the nature, quality, and relevance of tasks performed.

The "Need" for Certification

A crucial hurdle for non-U.S. citizens applying while located outside the United States is proving a specific "need" for the FAA certificate. This typically involves maintenance of U.S.-registered aircraft.

"A person who is neither a U.S. citizen nor a resident alien is issued a certificate under subpart D of this part, outside the United States, only when the Administrator finds that the certificate is needed for the operation or continued airworthiness of a U.S.-registered civil aircraft."

Navigating the FAA

The Application Process

The application process to obtain your FAA Certification can be quite a challenging path without professional and structured guidance.

  1. Obtain FTN

    Create an account in FAA's IACRA system for an FAA Tracking Number.

  2. Complete Form 8610-2

    Fill out two original copies of the Airman Certificate/Rating Application.

  3. FAA Interview & Document Review

    Present all documentation to an FAA inspector (ASI). The ASI verifies English proficiency, age, and experience. For applicants outside the U.S., this is typically done with an International Field Office (IFO), often requiring travel or specific arrangements.

  4. Receive Test Authorization

    If satisfied, the ASI signs Form 8610-2, authorizing you for tests. This is a critical milestone.

  5. Take FAA Tests

    Pass all three written (knowledge) tests, then the oral and practical (O&P) tests with a DME.

14 CFR §§ 3.301–3.303

U.S. Agent for Service — a Mandatory FAA Requirement

Effective April 2, 2025, and July 7, 2025, FAA certificate holders who maintain a foreign address on file with the FAA must comply with Title 14 of the Code of Federal Regulations (14 CFR) sections 3.301 through 3.303: you must designate a U.S. Agent for Service. This agent is responsible for receiving and forwarding any official FAA correspondence on your behalf.

Who must comply

The requirement applies to individuals holding any certificate, rating or authorization issued under Part 47, 61, 63, 65, 67, or 107 — including:

  • FAA Student Pilots
  • FAA Certified Pilots
  • FAA Certified Mechanics (Single and Dual Rated)
  • FAA Certified Aircraft Dispatchers
  • FAA Certified Drone Pilots
  • FAA Certified Air Traffic Controllers (ATC)

Key compliance deadlines

  • New applicants must designate a US Agent by April 2, 2025 to obtain the FAA Certification.
  • Existing certificate holders must designate a US Agent by July 7, 2025 to maintain the FAA Certification.

Notifying the FAA

Notification to the FAA is done by logging in to the FAA’s USAS portal (usas.faa.gov) to record your designated U.S. Agent for Service.
